Yes there are Crappie in there. Also pike, bass, carp...
Best fishing for them is in early spring. In the summer they will move to deeper, colder water and can be hard to locate.
As for bait I would use any of the following, Maribou Jigs, Curly-tail grubs like a Mister Twister, small spinners, or Swedish Pimple, worms or live minnows. Can also tip your rigs with worms or minnows. Scent.

Does lake ontario hold a stable population of black crappie?
I've never heard of them being heavily targetted in the tribs emptying out into lake ontario.
I'm not sure I would eat the fish out of there though....and i consider crappie good eating.
