Welcome. Best advice you will get is look on google maps and try all the spots that look good. It will take leg work but you have lots of opportunities all year long on the grand for different fish. The grand is a fun and frustrating place to fish, some days you will get nothing other days you will catch so much it makes you forget the days you got nothing.

The exceptional waters stretch is amazing for smallmouth. The regs there are very strict though. You kinda need a fly rod, but if not then buy some small to medium sized flies and put one underneath a bobber. Also waders are necessary.

Make sure you get a fly that won't float, or the bobber will be useless.

Im not familiar with the regs there but is it single barbless and no live bait?

If so he can always use spinners or spoons and swap out the trebles for single barbless hooks.

Or cut 2 of the hooks and pinch the barbs.

Ya that will work if you are in a tight spot but if you are planning ahead the single hooks with the longer shank are much better.

there will always be the guys who sign up on the forum just to post a thread about a specific body of water or try and get people to give away honey holes lol OP hire a guide they know the rivers better than anyone, and there are TONS of guides for that piece of water your referring to so do your homework before making a decision
