If you are interested and about to venture into fly tying, please do yourself a big favour don't waiste your $ on a complete starter kit. They are just that.....a starter kit full of things you likely will never need or use. Quality is usually quite poor. You would be much better taking that $ you were going to spend on a starter kit and put it towards some lessons. 

Best advice I can offer is to hook up with someone who is willing to teach you a few basic lessons, while introducing you to both the materials needed to tie what you are looking for plus the tools required to do the job. In doing so, you will soon find out what a good vice is.  Once again it is based on $, so try to purchase the best quality of everything that you can afford. Cheap tools, vices and materials are not always the best way to go.
