Scugog can be good. Also Cook's Bay/Simcoe.

I've never seen a bass in the GTA - they don't like the hustle and bustle of the big cities.

Lake Ontario is always a good spot for bass fishing, but you need a good fish finder because sight fishing is about the only way you'll ever find them out there. I prefer Sight Fishing and then dropshotting down beside where they are.

If you don't have a boat, there is good shore fishing in some of the harbours. Go in the morning and cast spinnerbaits and lipless crankbaits.
