Well I'm fairly certain you can't discharge a bow in Toronto due to municipal bylaws (though never bothered to check).
The first thing I'd check is for bodies of water that contain carp that you'd like to go to, the make sure there are no restrictions on discharging a bow, and then you should be good to go.
