The reason I was considering waist-high waders is that, during trout fishing, I never wade waters that are high. For example, where I go to fish in the Grand river, there is obviously deeper water but I just sneak up to the hole in the shallower water and never have a need to actually wade that...

I don't use waders during summer, I just go in water shoes and shorts so it's not an issue. I'm just concerned that I'll sweat too much while walking in neoprenes during winter.

I guess it depends on how close you were to them and if you made an effort to stay as clear as possible. Otherwise though, I wouldn't be pissed at you in that situation. Nobody owns the river. Nobody can restrict you from going down the river (by whatever method you choose). If they are not...
