2 questions for you guys

I was out on the water yesterday and i was seeing guys with 1, 2 and 3 hooks under a float, is that legal? im in zone 17 fishing east of pickering as most of you guys know. And second, how under gunned would i be trying to get a steelie on a 6wt fly rod? ive gotten salmon but im pretty sure the steelies fight harder and i can tell you that my reels were definitely tested! Thanks in advance guys hope you had a great opener

you're fine with a 6wt, just loosen the drag up on the reel to match your tippet strength
