There are no scientific publications (that I'm aware of) that definitively address this question. However, it has been my observation that local temps early in the season affect chinook staging. So I would say that you should focus on the temps where you are fishing. In this case, just a bit out from the shore.
 
Thanks guys, was gonna ask the same thing as catfish, might try throwing some j-13's and spoons this weekend

I don't really do the pier thing but I enjoy watching everyone go crazy bout it like I did in previous years.
