Can you fish here?

Just a quick question regarding ability to fish at city owned ponds and lakes. I enjoy fishing a small pond by my place stacked with crappie. No where does it say no fishing. They do however have signs saying no ice skating. Is an area like this allow to tell me to not ice fish on city property?

Don't go on the ice. The sign is there to warn everyone that the ice is probably not safe.
