Carp fishing

Trying to find the regs on carp for the grand river in KW. I know it's zone 16 but doesn't show anything about carp. I assume it's open now then?

The regs say ''Unless stated otherwise, species that are not listed (such as sucker and Rock Bass) have a year-round open season.'' You're all good to fish.

Went out saw a ton holding behind rocks and stuff, but they wouldn't budge. I tried float fishing for them, but not sure what the best way would be to catch them. Any tips? I tried floating corn, worms, nothing.
