Is jugline fishing, trotline fishing legal in Ontario

Can anybody tell me if jugline fishing, trotline fishing are allowed in Ontario? I saw a couple of gears selling at BassPro.

I'm not sure if it is legal but the last time I went to my favourite catfish river I found jugs set at every hole where I wanted to fish. They may be legal but who needs fish that bad.

it is illegal to take fish by any means other then angling, spear, bow and arrow, net or baitfish trap



angling definition on page 7

Angling means fishing with a line that is held in the hand or attached to a rod that is held in the hand or closely attended
 
The jugs that I saw in the river were not attended at all ,I suspect that someone would come each morning to collect their catch and reset the jugs.

I would take em all and throw em in the garbage if I saw that.
