non resident cost of steelhead fishing in bc

is it just me or is the cost of a non resident of bc to go steelhead fishing ridiculous....$36 for an 8 day licence which isnt bad but then you have to pay a classified waters surcharge which is $40 per day to fish class 1 waters or $20 per day to fish class 2 waters and then a $60 surcharge to fish for steelhead and a smaller $20 dollar surcharge for trout....seems like a lot of $ and effort just for a non res to fish....is this correct and is it worth it(anybody been there done that?).....

think thats bad, try fishing in Gaspe Bay Quebec, you have to enter a lottery to get drawn to fish pools, theres like a maximum of 3 people per pool, and if more then 3 people are drawn for the pool, the people fishing it are given a 15 minute window to fish then they have to step out and let the other person in for 15 minutes, i think its $100 per day to enter these draws, plus the cost of your guide
 
I have spent a bit of time steelheading in BC on waters as you discribed, and one 8 day trip I did resulted in 6 over the 20lb mark (between 2 of us) and the average was 12-14lbs. Definitely worth it!
