hoping for the MNR to physically be on the ground to actually do anything is a lost cause. there is just too much water, and too many anglers. if you think cells are ringing when the bite is on; you can well imagine how many start ringing when the MNR is at riverside.
calling the MNR to drop a dime on someone? even more of a waste of effort. the CO has to put more effort and time into a follow-up investigation and issuing a fine, then to issue a fine at riverside in person. unless someone is taking out trucks full of fish, all you are doing is wasting fishing time and cell minutes.
1)what is the difference between a spawned out dead salmon in the water/on the bank vs. one that has been harvested for roe?
can you even eat the salmon from Lake Ontario?
what are the possession limits for this zone?
what is the difference between stripping your own fish for roe, than buying roe that someone else stripped for you?
2) if you think " Eastern European" and "Asians" are unethical, and unconcerned; what can you say about the actions of "English" and "French" settlers when they first started taking from these waters and lands?
there is no viable, cost effective, solution for this problem, unless you are willing to forcefully insert yourself into the equation (shaming/street justice).
