Regs question regarding minnows buckets

Page 14 - "it is illegal to release any live bait or dump the contents of the bait bucket, including the water, into any waters or within 30 m of any waters"

Including the water...

Does this means that the yellow minnow buckets with the holes to exchange the water for minnows are illegal?

It's a CYA thing to deter people from introducing foreign species. If the minnows where caught in the same body of water as they are being released, it should be fine.
That's why I err on the side of caution and stick to artificial bait or I catch my own in the very body of water the I plan to fish.
