Regulations question: Using two flies, like a dry-dropper

As I am learning on how to rig up and use different flies, I see that there are a lot of instructional videos on fishing with something called a dry dropper or fishing a dry fly as a top fly and a second fly below it.

Immediately, I start to think that it may be illegal in Ontario as that puts two files with a hook each on my line. I started to double check the regs and only select bodies or stretches of water mention mandatory use of only one hook, example:

Grand River:
-
between the West Garafraxa
2nd Line and Scotland Street in the
Town of Fergus;


- Only one barbless hook may be used

So my question is: If I am fly fishing, is it okay to use a dry fly as artificial lure and indicator at the same time plus tie on a secondary fly further down ?
 
Indeed:

Hooks and Lines
– An angler may use only one line, unless otherwise
stated in the regulations. Two lines may be used when angling from
a boat in parts of the Great Lakes (see exceptions to the general
regulations) and for ice fishing in many areas (see Ice Fishing, page
11). A fishing line must not have more than four hooks attached.

I always only ever used a single hook. I'll start trying that dropper technique then ;)
 
Went out and tried this two fly approach in a new place. Spread two dry flies about 12" apart, sometimes a dry fly above a nymph.
It worked like a charm. To give the top fly more buoyancy, I even attached a small styrofoam egg sack floater bead ;)

Place was a brooky kingdom - pretty much every fish that I pulled out was a brooky!

The colors on these fish were spectacular ! Very bright and saturated.

Casting in between all the crap was the biggest obstacle. I dropped so many F*-bombs out of frustration :???: but it still was worth it
