As I am learning on how to rig up and use different flies, I see that there are a lot of instructional videos on fishing with something called a dry dropper or fishing a dry fly as a top fly and a second fly below it.
Immediately, I start to think that it may be illegal in Ontario as that puts two files with a hook each on my line. I started to double check the regs and only select bodies or stretches of water mention mandatory use of only one hook, example:
Grand River:

between the West Garafraxa
2nd Line and Scotland Street in the
Town of Fergus;
- Only one barbless hook may be used
So my question is: If I am fly fishing, is it okay to use a dry fly as artificial lure and indicator at the same time plus tie on a secondary fly further down ?
