Regulations with Roe

I have looked all over my reg book. Now there's a few pieces of water I fish that have heavy regs. Release all fish, single barbless hook, artificial lures only, no live bait.

Now with that being said does roe fall under live bait? I have looked all over my book and can't find anything on it. Nothing about fish parts or eggs. Or does this fall under artificial lures only? Kinda confusing.

if it sais artificial lures only that means no roe bud.
if it doesnt say artificial only but sais no "live bait", it means something thats alive, and roe should be ok

which is why you see some guys bring dead minnows to fish certain lakes(see this alot during ice fishing season) etc
