What's the 'proper' or best way to use skein. Do I tie it into a bag, or cure it so it's hard enough to put directly on the hook?

Both of those work. If it's not very hard just try to put the hook through the membrane a few times and it should stay on for the most part.

The "egg loop knot" is another method.
 
You can scrape the eggs out of skeins as well. Take spoon, and gently run it on a 90 degree angle against the membrane and fhe eggs will come off. Skein eggs IMO are much better, they hold there color longer and are stronger with more scent. Again, just my opinion. And if you're going to run chunks of skein, yes curing does help, I started using bigger hooks, so i could weave the hook through the membrane a few times.

Not too much will beat a 1.5 - 2 inch chunk of fresh skein under the float for chin dogs.
 
Put a bait loop on it, cinch it down, and wrap it with Spider Thread.

woa, you would think these guys are going for great whites with the size of those hooks/skien chunks lol.

Also gotta wonder why they always cut the shot out of where the fish was hooked? lol flossage?
