Using white bass as bait

Whats up people, i was out fishing the other day and saw this old man using his white bass that he caught to descale it, chop it up and use it as bait to catch white bass again. I was like WTF!!! lol anyways have you people witnessed something like this before?

That's illegal. If he wants white bass he should just try worms or minnows.

Yea exactly, I bought like 30 bucks worth of minnows and here's this old man making sushi out of them..
