Wildwood Fishing Water Levels

I noticed that for a good part of a year Wildwood had been all but drained. I assumed that it was due at least in part to some sort of construction in the area but I'm not sure about that. Levels are up right now and were over the winter. There was a fair amount of ice fishing going on. I'm new to the area and I was wondering where the fish go when they drain it so low and how long it takes to recover. I imagined that when the level drops, elsewhere there's only so much room to support a fish population and resident fish will already be in place.
