With steelhead cooling down, I am going to try walleye soon and I appreciate if someone has any say for these questions

1) is worm harnessing a good rig for shore fishing?
2) if yes, how do you get the line out? In all rigs I have seen there is no sinker (second hook is at the end of the line). Can we can a sinker say 1 ft below the second hook and just rcast and retrieve?

Worm harnessing is usually a method employed by boaters. To fish it from shore you would set it up the same way as the boaters do and that would be to place your sinker above the worm harness which implies that the sinker is closest to your rod tip. You would cast this out ,then retrieve it slowly. Perhaps a better alternative would be throwing an in line spinner like a Mepps tipped with a bit of worm.
 
Staffman is right on all accounts. More of a boat technique though i have had some success on shore with worm harnesses for walleye , bass and channel cats. Adding spilt shot sinkers a foot up the line will keep it in the lower water table which is where the walleye will be.
