Wierdest fish I have seen in my life!

So I was riding my bike in Tommy Thompson park and in one of the semi inclosed ponds I saw a few gobies with white fluff that looked like cotton growing on their bodies. There was a lot of it and it was super creepy. Do you know what that is it looked like it was growing a cm or 2 off its tail and the gobies were pretty slow moving.

What could it be?

It could be a fungus but it's most likely a disease. The fish is slow moving because it's dying.

Thanks it was pretty creepy. Could it spread to fish that r not gobies?
