does this mean using two lines simultaneously or possessing two rods...am i allowed to have a backup rod with me unless something happens?

yes. Pretty much only allowed to use 2 lines ice fishing and lake Ontario - but even there are exceptions too.

You can carry 100 rods ready to go but only 1 line in the water

I don't think it's allowed to use 2 lines while shore fishing. On boat, then you can.

Maybe I should specify that I'm fishing from shore....and the reason I'm asking is I want to target steel on the fly but I'd like to have my pin with me in case I'm not doing so well with flies lol it would be physically impossible for me to use both at the same time I don't see why I couldn't have an extra rod on hand especially if that big ol chrome breaks a rod

having multiple rods with you is fine, just only allowed to use one at a time when shore fishing

1 mainline in the water at a time, with max 4 hooks. you can attach a hundred split lines onto your main, as long as you keep the hook to a max of 4.

that you can do. I usually bring my spinning gear when i decide to use spinners and small plugs instead of drifting.

I'm pretty sure it is specific to only lake Ontario (and the other great lakes) where you are allowed 2 active lines from a boat... and ice fishing most anywhere
