I have 2006 25HP 4 Stroke Merc. Forward, newtral, and reverse are all changed on the handle. I don't know the correct termonology so I will do the best to describe my problem. I start the motor when the handle in newtral position. Then to go forward the I turn the handle, it clicks and boom, I'm going forward. Here is my problem. when going from newtral to foward or even reverse, it seems I am a fixed slowest speed the motor will go. Now if I slowly turn the handle from forward to newtral, it starts to make a clicking sound. I don't know if that sound is bad or good, but it's annoying that I can't adjust my speed even slower (i can but I hear the clicking sound). I think that clicking sound comes from a beed, that makes it not possible for me to start the motor in reverse or forward (safety guide).

I'm not 100% sure what it is but I had a Johnson 9.9 that did the same thing. It seemed normal. If I turned it to forward or reverse quickly I got no clicking but if I slowly tried to turn into gear it would click repeatedly until it got into gear. I always thought it was normal. Just the motor trying to engage forward or reverse gear.
 
WHere do you hear the clicking sound? on the engine or on the control panel handle?

I cannot turn the speed control handle unless I depress a button on the handle first, for added protection of accidentally hitting the handle. Engine will not start either if the handle was not on neutral. position.

I have an older model 85hp evinrude engine, the clicking sound i hear comes from manual engagement on the gear(like a transmission on a car). There is a throttle adjustment cable on the engine that connects to the control panel, where one can adjust minorly when engine goes neutral or forward or reverse.

There is another cable that adjust the idle on my boat engine, I could only adjust it slow enough, and then it would eventually not even start. I did try to play with it to slow down the motor for trolling purposes, then I gave up, and just contented with whatever slowest speed stated on the manual. YOu need a tachometer reading to help ensure it was on the right idle, then knowing maximum engine speed on water, with matching right style propeller.

My boat never came with a Tachometer or voltmeter, I added them and they were useful in estimating how much speed and voltage it was charging, to not waste gas on maximum full throttle.I drive up to 80%of maximum potential boot speed. I will used 1-2 drift sock if I want to slow down boat speed for trolling.
 
All outboard motors have a choke which clicks when the key is pushed in. If it's a strong clicking sound.. you need to check the choke... have you opened up the casing to the motor while it is running and tried to determine where the sound is coming from?
 
It could be a loose choke contact or bad pistons. It could also be a bad contact with the solonoid or the battery. Open up the casing, check that there are no loose connections (arching can cause a problem or two) tighten all the screws and make sure all your terminal connections are fine... start her up and find out where the clicking is coming from. Mechanics use a special stethoscope to find squeeling and clicks in cars but outboard motors are much simpler. Check it out and pm me, I can help you through the troubleshooting process. I have rebuilt motors since grade 8, lol.
