Actually Bala is correct. There are areas where bait must be purchased and used. Check your reg book for details. I know last summer if you bought bait in the City you could not use it up north. Transfer of disease was too risky anf the Ministry did thier best to control it. Same idea that you ALWAYS wash your boat throughly before transfering it from lake to lake. One reason zebra mussles spread....
