Tie a palomar knot to the hook, after you sinch the knot with saliva/tension, feed the tag end back through the eye of the hook, then tie the tag end to whatever weight you so choose with a double overhand knot (so if you snag you only lose the weight).
VMC makes a dropshot hook (as previously mentioned) called the spinshot, which has a barrel swivel at each end of the hook. This makes it easy to tie, but helps more or less to reduce line twist.
And lol on the bottom bouncing...(depending what type of bottom bouncing you are referring to I suppose). This is a method used to get deep quick, be snag free and present live bait in a natural manner. It's basically a heavy wire weight with a arm that has a snap swivel attached to it. Then you attach a Lindy rig style bait to the swivels which keeps it off the bottom at your =desired depth. That is up to you, by adjusting the length on your line attached to the bottom bouncer. Very common practice and def. not illegal, many of the big named pros(especially on walleye circuits) have been using them since, well like the last 20 or 30 years. It's most commonly used with any variation of a spinner (walleye, colorado blade) not bass style spinner or inline spinner. In really snaggy waters, a floating jig is often used to ensure the bait runs over the structure and doesnt snag up.
Bottom bouncers are also used to troll crank baits and stickbaits, to get them far deeper then they are designed to run
