Here is some salmon flossing from a local, I'm disappointed

The people that gut them for eggs, are they eating it, or using it as bait? I was walking along the shore one day and there was a pile of 6 gutted fish.

Roe should of been banned on the river years ago.
It's eaten,used by the desperate as bait.
And worst of all SOLD for profit.
