if you want to practice real casting--specifically double spey casting you , IMO, need water for the resistance mostly---that said you think you can go to a closed part of a river and cast in the water,,without a hook just a clump of yarn or something? might be dumb thing to ask but i should be ok as long as there is no hook right?
 
no you can't, the ministry assumes, if you have a rod in your hand, it is your intent to fish, does not matter if the line is in the water or not, hook or no hook

my opinion, put on the neopreans, and head down to the lake shore, find a spot with no ice, wade out and practice there, no risk
 
sounds cold.....you think if they see i have zero flies no net..nothing with me and just a clump of yarn they still might get stressed?
 
closed does not equal sanctuary. so lets say steelhead is closed north of eglinton on humber river. does not mean you can't fish for suckers or creek chubs. so you should be ok. lets say mnr comes and sees you and you have no fly hook or terminal tackle and explain to them what you are doing, you should be fine. BUT if the area of the river is sanctuary then you can't fish what so ever.

best thing to do is just go to open water.

Might want to check the area you are fishing is trout is closed and the river holds a good number of them.

In my area no fishing of any kind is permitted in any stream or river this time of year.

that last statement is applicable in so many situations lol
 
Some officers might understand, but some will have no problem fining people who are wetting a line inside a sanctuary. I don't know if it's worth the risk.
 
I wouldn't do it, if the CO is a dick he'll give you a ticket, they're just like cops, you get good ones and bad ones
 
Simple answer is if you have a line in the water you are fishing.
No need to have a hook on to define fishing. They set a limit of 4 hooks on a line but no minium # of hooks.
If the area is closed to all fishing than don't throw in a line.

BTW: Some species of fish can be caught without hooks. Ball of worms for bullheads or yarn for smelt.

I've seen tickets being given to plenty of "SUCKER" fisherman....
 
Saw a guy fishing for carp with trout pellets in water where trout is close..I actually witnessed him chumming corn (but hey it could just be part of the excuse)....now even if he's not lying...i'd say why use trout pellets? luckily for him he kept his gear and only got a warning. Just put a hook and head to the closest open area...you know you want to.
