Sounds like a flyfishing term to me. Perhaps a leader that is s smaller diameter towards the terminal end to provide a more natural presentation even less detectable by fish?

Perhaps a flyfisherman could clarify?
 
its the leader for flyfishing, it connects to the main line, then goes the tapered leader, and then the tippet.
tapered leader is 6-9ft in length and it goes from 100lbs test mono at the begining to the 4-8 lbs test mono at the end. its kind of like transition leader from thick fly line to the tippet.
 
Like the buddies above said, it´s a fly fishing leader. The idea is to have a gradual transition between the butt section (thick) and the tippet section (thin) of the leader. Why? Because the energy when you cast the fly line should be transmitted through the leader to the flies. So, the reason to use a tappered leader is to garantee good fly presentations. You can also use the Blood Knot to make the transition between lines with similar diameters and tye your own leader. You don´t need that kind of stuff for spinning or bait casting...
