Need Help with Teaching a New Fly Fisher

I have been meaning to teach my dad how to fly fish. He enjoys fishing, a la bobber fishing and waiting, and he hasn't really been able to "target" fish species and enjoy the hobby as a sport.

I have recently taught him how to fly cast at a storm water retention pond, which I don't think has any fish. I would like to step up my lessons with fly casting in some water where there are fish. I don't want him to lose interest in fly fishing this winter because he hasn't had a chance to feel a tug on his line.

At the moment, I don't think he is ready to wade the rivers and fish for and fight salmon/trout. Instead I was hoping to bring him to a pond and do some shore fishing for ANYTHING, so long as there is action, be it sunfish, crappie, carp etc...

Does anyone know where around the GTA now and during the winter there is a spot that has fish-able shoreline that can guarantee (or at least close to 100% guarantee) that fish will be biting on a decent day (sunshine, 10+ degrees Celcius weather).

Preferably in a suburban setting as well so we don't accidentally hook any passer-bys?

burds trout pond---i serious--he will get the feel of a trout--able to use own rod---they top water feed them pellets so they willl SMASH a dry fly
 
Burds is closed in the winter per their website.

I know Grenadier pond would be a place to go, but its just a little too urban for my comfort right now.

Anyone have any recommendations? Isn't there a storm water pond in Markham that has sunfish?
 
if you don't mind about the drive, view lake boat launch area is nice and open, all kinds of different species of lake fish there too, no trout or salmon though
