The weather conditions don't look bad from what I can tell... so not wearing PFD's isn't really an issue --- until you factor in that the driver had no idea what he was doing. So... if they had a responsible driver the PFD issue is a non-issue.
Unfortunately I have to disagree....this was a friend of mine http://bc.ctvnews.ca/alberta-man-presumed-dead-after-b-c-boat-accident-1.425993 . They ran out of gas, called his brother who brought them out gas and left. They filled up and started the boat...unfortunately the neutral lockout was faulty and the motor was cranked over. It started in gear and he was thrown out and the boat went over him. He had no PFD and his body still hasn't been found. Sorry, but I'm a firm believer in PFD's.
