bought some rio sink tips-- --they have loops on either end--one end has what looks to be 4 inches of mono or 0x line on it...the mono has a loop as well and is looped to the sink tip--

the end with no line goes onto the spey line?
the other end is where you tie your tippet..like on the end of that piece of mono?
what is that piece of mono for like a buffer in case the fish breaks you off after the tippet?

They provide a Mono loop because the tippet directly to a flyline loop can cut into the line coating. A typical tapered leader to a regular fly line loop, starts quite thick say 40lb test (thick line won't cut in) and thins out to the tippet section. You can create your own loop if you want with a nail knot.
 
If they are versileaders the looped end goes to the head and the tippet ties on to the mono at the other end. That mono is the core that the leader is built on, of the #test rating indicated on the package.

You can also tie a perfection loop in the tippet to attach it loop to loop. The airflow ones I have don't have a loop on the mono end so I just use a surgeon's knot.
