Play around with it and see what happens. I've had luck with small spoons and small rapalas on a retrieve down-current just fast enough to keep the action going and off bottom. Jigging deeper holes with a spoon can be effective too. An EGB is a good size and weight, but very expensive. Small flutter spoons are easier to keep off bottom and can be deadly too.
With salmon, you may want to try swinging the spoon and letting the current impart action so you can keep it in the strike zone longer. I doubt a down current retrieve would give a salmon time to react, and they're not likely to chase it very far.
