Wader repair or alteration

My friend gave me a pair of waders. I don't like wearing chest waders so I want to convert it in to like a pants - type or hip wader. I wonder if it's possible.

Are the straps elastic or just webbing? MOST importantly, do the straps clip on and off the waders and are the two ends of the straps different - so they can buckle together? If so, unbuckle the straps, roll the waders down to your waist, and uses the shoulder straps as a belt. More expensive waders have this feature, but I don't know if the $79 rubbers ones do this.
