What about using a curtain weight for the bottom bouncing rig? I don't think it would snagged as much...

what about them "poor mans downriggers" its a 1oz weight on metal wire, you should be able to bend the wire to what you want off bottom from right on bottom to most likely 24" off bottom. you can add or subtracted weight Via Mini torch and Lead.

Here are a couple of pictures to show how to rig and set up for bottom bouncing.Some people use tubing and some people use parachute cord to hold the pencil lead which is a heavy wire of lead as in the picture. The idea is that when you get the snag, you only use you weight and then cut a new piece and stick it in the end of the tubing. it is also good when you want to adjust your weight depending on the rate of flow.

Peter's Tackle in St. Catherine's sells pencil sinkers in bulk bins. You can also search ebay for 'finesse drop shot'. These sinkers are usually long, narrow pencil weight style which is a good substitute. Bell aka bass casting aka betty sinkers can be bought at crappy tire from the bottom shelf in the dispenser containers. These are pretty common tied to three-way rigs, but I find they are more snag-prone. Some crappy tires also sell the pencil sinkers and 'finesse drop shot'.

Like OPs mentioned, you have to dial in your weight so it is just bushing/ticking the bottom structure. If your sinker is plowing its way along the bottom, getting snagged on rocks, you need to go a little lighter.
