Is there a safe way to modify them to become sinking types, without tying splitshots to them?

You could try lead tape. Why do you want to make them sinking? Why not use sinking crankbaits?

never heard of lead tape. How waterproof is it?

I have way too many floating lipless that I dont use. I want to try and turn some of them to sinking type, if possible.

Never used it, but a lot of pros do.

Another product to achieve what you want are called suspend dots which are basically the same idea as what Fishing Noob mentioned but come on a card and may be more readily available at stores like BPS or Sail.

Drill a hole and add small split shot inside , then seal the hole with glue gun. if there are foam inside, you should try to get some out first with small tools such as a baiting needle.

I tweaked many of my lures to make them dive or go deeper .

If you allow some water to enter inside the hole , it will make the lure go down as well. floating frog absorbs water and they do sink after casting for some time.

changing to heavier hooks also alter the way a lure dives down, wrapping some soldering lead to the hook will make the lure heavier.
