First of all where do you live? Fish Heads Canada have good product but when you pay shipping it will cost you around $20.00 for bag of roe, for That money you can buy double amount from the local store. I buy mine from Bronte Outdoor.

Also, if you're buying roe for much less than $30/lb, be weary about the source. Aquaculture roe would be difficult to sell for much less than $30/lb without losing money on the endeavour.

I have nothing against Mike great guy but i like my wallet more. It does not absorb shipping come on lets do the mat: $12.00 for roe $7.50 shipping + 1.56 tax= $21.06 free shipping on orders for 300 dollars or more.
So for 20.00 you can buy 2 bags of roe.
I did alot of purchese from Fishheadscanada and Mike once again is a great guy but lets be logic about it

Anyone can legally sell roe that has been purchased from an aquaculture source.

It is illegal to sell roe that you have harvested in the wild. Is there a permit for selling harvested roe? I have no idea, you would have to phone the MNR and ask if they ever grant such permits.
